Mr. Gorman added this comment to his answer on the sixth question:
Not defining it is actually another method of defining it. [I am] not convinced that the Federal government has a role.
Mr. Gorman also wrote in "state level" next to where he checked yes in answering this question.
Editorial comment: The government fails to set a legal definition for engagements, and that does not seem to have caused a definition by legal ommission. Instead the idea of an engagement to be married is defined by society through the cumulative effect of individual choices an actions regarding engagement, which is as it should be.
