Rep. Balkman indicated 'No' as his answer.

Editorial comment: I believe the OKLP would oppose a state lottery, for a number of reasons. Despite the fact that it would be a voluntary tax, it would increase the overall tax burden instead of replacing an existing tax. Further, it would give the state a monopoly on a form of gambling; the OKLP certainly believes individuals have the right to gamble if they so choose, but we oppose monopolies imposed by the state and especially if the state gives the monopoly to itself.
