List of Bills

 

HB 1004 – Yes votes are pro-liberty. This bill would have made it more difficult for municipalities to annex territory against the will of citizens living in the territory. After easily passing the House, the measure had a majority of 22 to 14 in the Senate with 11 Senators excused. The Senate sponsor filed for reconsideration, but inexplicably failed to bring the bill up again within the three legislative days allowed.

 

HB 1094 – No votes are pro-liberty. The Nanny State bill creates new bureaucracies and programs to involve government in the lives of young children, which necessarily undermines the rights and responsibilities of parents. As similar legislation has done in North Carolina, the Nanny State bill will become a bottomless money pit without providing any meaningful positive results. After being defeated the past two years, the bill passed both the House and Senate with bi-partisan support, and was signed into law by the Governor.

 

HB 1670 – No votes are pro-liberty. This bill would restrict the ability of citizens to speak at public meetings. Differing versions passed in the Senate and House with bi-partisan support, but no compromise version was reported out of the conference committee, and so the bill died.

 

HB 1771 – Yes votes are pro-liberty. This measure expanded the crimes for which restitution would be a sentencing option. HB 1771 had bi-partisan support in the legislature and was signed into law by the Governor.

 

HB 1784 – Yes votes are pro-liberty. Passage of this bill would have made cockfighting and related activities misdemeanors rather than felonies. The measure passed the House, but failed in the Senate due to mostly Republican opposition.

 

SB 325 – No votes are pro-liberty. Individuals can no longer buy mobile homes at auctions, thanks to this special favor for powerful interests. SB 325 passed the Senate without a single vote against it, and only eleven Democrats were honorable enough to oppose it in the House. Governor Henry signed the measure into law.

 

SB 423 – No votes are pro-liberty. Fingerprints will be required to obtain or renew an Oklahoma driver’s license, thanks to this intrusive legislation. The measure was introduced to deal with identification fraud problems related to the fact that licenses are created and manufactured at tag agencies, while actual testing to obtain licenses is done elsewhere. Rather than make the overwhelming majority submit to having fingerprints taken, it would have made much more sense to issue licenses at the same place where the tests are taken. Despite considerable Republican opposition, this bill passed through the Legislature and was signed into law by the Governor.

 

SB 509 – No votes are pro-liberty. This measure expands wiretap powers. It was promoted as an anti-terrorism measure, but at the same time it was argued that it wouldn’t really give law enforcement new powers. Terrorism was already illegal and thus covered by existing wiretap provisions. This is an example of the government power grab on the state level like the politically named USA PATRIOT Act is on the federal level. Six brave Senators voted against this bill, which had no opposition in the House, and Governor Henry approved the new law.

 

SB 779 – Yes votes are pro-liberty. Penalties related to marijuana would have been reduced if this measure had become law. SB 779 passed the Senate, but failed in the House.

 

SJR 21 – No votes are pro-liberty. The passage of this bill was a taking of control from business owners by politicians, by obstructing the right of restaurants and other businesses to choose for themselves to allow or not allow smoking. No one was coerced to work at or patronize a business which allowed smoking, but now all Oklahomans are coerced to not do so. Despite mostly Republican opposition, this bill passed and was signed into law by Governor Henry.
